Context of 2 Chronicles 17:8
6His heart was devoted to the ways of Adonai. Furthermore he removed the high places and the Asherah poles from Judah. 7Then in the third year of his reign he sent his officials—Ben-hail, Obadiah, Zechariah, Nethanel and Micaiah—to teach in the towns of Judah. With them were the Levites Shemaiah, Nethaniah, Zebadiah, Asahel, Shemiramoth, Jehonathan, Adonijah, Tobijah and Tob-adonijah and with them Elishama and Jehoram the kohanim. 9They taught throughout Judah, having with them a Torah scroll of Adonai. They went throughout all the towns of Judah and taught the people. 10Now the fear of Adonai fell on all the kingdoms of the lands around Judah, so that they did not make war with Jehoshaphat.

- Tyndale Open Study Notes · v. 7-9Jehoshaphat fulfilled the Lord's command to teach the law (Deuteronomy 5:1; 17:18–20). He appointed five royal officers, nine Levites, and two priests to teach the people the book of the covenant. Levites often served as teachers during the Second temple period as well (Nehemiah 8:7). Some versions leave out Tob-adonijah; this seems to be a scribal error of repetition.Read the comment

Also in the third year of his reign he sent to his princes, ... to teach in the cities of Judah--The ordinary work of teaching devolved on the priests. This deputation of five princes, assisted by two priests and nine Levites, was to make a circuit of the towns in Judah. It is the first practical measure we read of as being adopted by…Read the comment
