Context of Revelation 17:2
1One of the seven angels who held the seven bowls came and said to me, “Come, I will show you the judgment of that notorious prostitute who sits on raging waters. The kings of the earth had sex with her, and those living on earth became drunk on the wine of her sexual sins.” 3Then the angel carried me by his power into the wilderness. I saw a woman sitting on a bright red beast covered with insulting names. It had seven heads and ten horns. 4The woman wore purple clothes, bright red clothes, gold jewelry, gems, and pearls. In her hand she was holding a gold cup filled with detestable and evil things from her sexual sins.

- Adam Clarke Bible Commentary · v. 2With whom the kings of the earth have committed fornication, and the inhabitants of the earth have been made drunk with the wine of her fornication - What an awful picture this is of the state of the religion of the world in subjection to this whore! Kings have committed spiritual fornication with her, and their subjects have drunk deep, dreadfully deep, into the doctrine of her abominable errors.Read the comment
- Barnes’ Notes on the Bible · v. 2With whom the kings of the earth have committed fornication - Spiritual adultery. The meaning is, that papal Rome, unfaithful to God, and idolatrous and corrupt, had seduced the rulers of the earth, and led them into the same kind of unfaithfulness, idolatry, and corruption. Compare Jeremiah 3:8-9; Jeremiah 5:7; Jeremiah 13:27; Jeremiah 23:14; Ezekiel 16:32; Ezekiel 23:37; Hebrews 2:2; Hebrews 4:2. How true this is in history need not be stated. All the…Read the comment

- Jamieson–Fausset–Brown Commentary · v. 22. drunk with--Greek, "owing to." It cannot be pagan Rome, but papal Rome, if a particular seat of error be meant, but I incline to think that the judgment (Re 18:2) and the spiritual fornication (Re 18:3), though finding their culmination in Rome, are not restricted to it, but comprise the whole apostate Church, Roman, Greek, and even Protestant, so far as it has been seduced from its "first love" (Re 2:4) to Christ, the heavenly Bridegroom, and given…Read the comment
