Context of Revelation 17:2
1One of the seven angels that had the seven bowls came to me. ‘Come with me,’ he said. ‘I will show you how God will punish the great prostitute. She sits at a place where there are many rivers. It is like the kings who rule on the earth have had sex with that bad woman. She has led the people who live on the earth to do bad things. They have become drunk from the strong wine that she has given to them.’ 3Again, God's Spirit caused me to see and to hear strange things. The angel carried me away to a wilderness. There I saw a woman who was sitting on a wild animal that was bright red. All over this wild animal, names were written that insulted God. The animal had seven heads and ten horns. 4The woman was wearing clothes that were made from expensive cloth. She also wore bright things that made her look beautiful. She shone with gold, valuable stones and pearls. She held a gold cup in her hand. The cup was full of the bad and disgusting things that she had caused people to do.

- Adam Clarke Bible Commentary · v. 2With whom the kings of the earth have committed fornication, and the inhabitants of the earth have been made drunk with the wine of her fornication - What an awful picture this is of the state of the religion of the world in subjection to this whore! Kings have committed spiritual fornication with her, and their subjects have drunk deep, dreadfully deep, into the doctrine of her abominable errors.Read the comment
- Barnes’ Notes on the Bible · v. 2With whom the kings of the earth have committed fornication - Spiritual adultery. The meaning is, that papal Rome, unfaithful to God, and idolatrous and corrupt, had seduced the rulers of the earth, and led them into the same kind of unfaithfulness, idolatry, and corruption. Compare Jeremiah 3:8-9; Jeremiah 5:7; Jeremiah 13:27; Jeremiah 23:14; Ezekiel 16:32; Ezekiel 23:37; Hebrews 2:2; Hebrews 4:2. How true this is in history need not be stated. All the…Read the comment

- Jamieson–Fausset–Brown Commentary · v. 22. drunk with--Greek, "owing to." It cannot be pagan Rome, but papal Rome, if a particular seat of error be meant, but I incline to think that the judgment (Re 18:2) and the spiritual fornication (Re 18:3), though finding their culmination in Rome, are not restricted to it, but comprise the whole apostate Church, Roman, Greek, and even Protestant, so far as it has been seduced from its "first love" (Re 2:4) to Christ, the heavenly Bridegroom, and given…Read the comment
