Context of Leviticus 6:3
1The Lord spoke to Moses, 2“If any of you sin against the Lord by failing to do your duty, if you lie to your neighbor about something you were supposed to take care of or if you lie about something stolen or seized from your neighbor, you are sinning and will be guilty. If you find something that someone lost and lie about it under oath, or commit any other sin like this, 4you are sinning and will be guilty. Return what you stole or seized, what you were supposed to take care of, the lost item you found, 5or whatever it was that you swore falsely about. Pay it back in full plus one-fifth more. Give it back to its owner on the day you bring your guilt offering.

- Adam Clarke Bible Commentary · v. 3Have found that which was lost - The Roman lawyers laid it down as a sound maxim of jurisprudence, "that he who found any property and applied it to his own use, should be considered as a thief whether he knew the owner or not; for in their view the crime was not lessened, supposing the finder was totally ignorant of the right owner." Qui alienum quid jacens lucri faciendi causa sustulit, furti obstringitur, sive scit, cujus sit, sive ignoravit; nihil…Read the comment
- Tyndale Open Study Notes · v. 1-7The guilt offering (called ’asham in Hebrew, meaning “guilt”) dealt with cases of property loss or damage. This could be either holy property set apart for God (Leviticus 5:14–16) or ordinary property belong to a person (6:1–7). The offering required both replacement and repayment for the loss (5:16; 6:5). This offering could be called a “penalty offering” because the ram served as a penalty. It could also be called a “replacement offering” because a…Read the comment

If a soul sin, and commit a trespass against the Lord--This law, the record of which should have been joined with the previous chapter, was given concerning things stolen, fraudulently gotten, or wrongfully kept. The offender was enjoined to make restitution of the articles to the rightful owner, along with a fifth part out of his own possessions. But it was not enough thus to repair the injury done to a neighbor and to society; he was required to…Read the comment
