Leviticus 6:3
3A person may speak words that are not true. That is a sin. A person may keep something that belongs to another person. He does not give it back. That is a wrong thing to do. He might find something and then he might say that it is his. If it is not his, he is not obeying God.

Context of Leviticus 6:3
1The Lord said to Moses, 2‘A person may take something that is not his. Or he may find it and keep it. He may tell his friend that he has not taken it. He might not give him the correct price for something. But then he is not obeying the Lord. A person may speak words that are not true. That is a sin. A person may keep something that belongs to another person. He does not give it back. That is a wrong thing to do. He might find something and then he might say that it is his. If it is not his, he is not obeying God. 4He has done something that is wrong. So he must show that he is sorry. He must give back anything that is not his. He must give back anything that he has found. He must give back anything that he has kept. He must give it to the person to whom it belongs. 5He must give back everything and one fifth more. He must also, on the same day, give a gift to the Lord.

- Adam Clarke Bible Commentary · v. 3Have found that which was lost - The Roman lawyers laid it down as a sound maxim of jurisprudence, "that he who found any property and applied it to his own use, should be considered as a thief whether he knew the owner or not; for in their view the crime was not lessened, supposing the finder was totally ignorant of the right owner." Qui alienum quid jacens lucri faciendi causa sustulit, furti obstringitur, sive scit, cujus sit, sive ignoravit; nihil…Read the comment
- Tyndale Open Study Notes · v. 1-7The guilt offering (called ’asham in Hebrew, meaning “guilt”) dealt with cases of property loss or damage. This could be either holy property set apart for God (Leviticus 5:14–16) or ordinary property belong to a person (6:1–7). The offering required both replacement and repayment for the loss (5:16; 6:5). This offering could be called a “penalty offering” because the ram served as a penalty. It could also be called a “replacement offering” because a…Read the comment
