Context of Deuteronomy 30:4
2If you and your children return to the Lord your God and obey him with all your heart and with all your soul, doing everything I command you today, 3he will restore your fortunes. He will have mercy on you and gather you from all the nations of the world where he will scatter you. Even if you are scattered to the most distant country in the world, the Lord your God will gather you and bring you back from there. 5The Lord your God will bring you to the land your ancestors owned. You will take possession of it, and the Lord will make you more prosperous and numerous than your ancestors were. 6The Lord your God will circumcise your hearts and the hearts of your descendants. You will love the Lord your God with all your heart and with all your soul, and you will live.

The closing words of the address therefore are words of comfort and promise. Compare marginal reference and Deuteronomy 4:29 ff; 1 Kings 8:46-50. The chastisements of God would lead the nation to repent, and thereupon God would again bless them. Deuteronomy 30:3 Will turn thy captivity - Will change or put an end to thy state…Read the comment

- Jamieson–Fausset–Brown Commentary · v. 1-101-10. when all these things are come upon thee, ... and thou shalt return ... then the Lord thy God will turn thy captivity--The hopes of the Hebrew people are ardently directed to this promise, and they confidently expect that God, commiserating their forlorn and fallen condition, will yet rescue them from all the evils of their long dispersion. They do not consider the promise as fulfilled by their restoration from the captivity in Babylon, for Israel…Read the comment
