Context of Isaiah 33:8
6and he will be the stability of your times, abundance of salvation, wisdom, and knowledge; the fear of the Lord is Zion's treasure. 7Behold, their heroes cry in the streets; the envoys of peace weep bitterly. The highways lie waste; the traveler ceases. Covenants are broken; cities are despised; there is no regard for man. 9The land mourns and languishes; Lebanon is confounded and withers away; Sharon is like a desert, and Bashan and Carmel shake off their leaves. 10"Now I will arise," says the Lord, "now I will lift myself up; now I will be exalted.

- Barnes’ Notes on the Bible · v. 8The highways lie waste - This verse contains a description of the desolations that had been caused by the invasion of Sennacherib. Some have understood it as containing the account which the ambassadors sent by Hezekiah gave of the effects of the invasion. Thus Grotius interprets it. But it is probably a description made by the prophet himself, and is designed to state one cause why the messengers that had been sent out wept bitterly. They had not only…Read the comment
