Context of Isaiah 13:6
4The sound of a tumult is on the mountains as of a great multitude! The sound of an uproar of kingdoms, of nations gathering together! The Lord of hosts is mustering a host for battle. 5They come from a distant land, from the end of the heavens, the Lord and the weapons of his indignation, to destroy the whole land. Wail, for the day of the Lord is near; as destruction from the Almighty it will come! 7Therefore all hands will be feeble, and every human heart will melt. 8They will be dismayed: pangs and agony will seize them; they will be in anguish like a woman in labor. They will look aghast at one another; their faces will be aflame.

- Barnes’ Notes on the Bible · v. 6Howl ye - Ye inhabitants of Babylon, in view of the approaching destruction. The day of the Lord - The time when Yahweh will inflict vengeance on you draws near (see the note at Isaiah 2:12; compare Isaiah 13:9). As a destruction from the Almighty - Not as a desolation from man, but as destruction sent from him who has all power in heaven and on earth. Destruction meditated by man might be resisted; but destruction that should come from the Almighty must…Read the comment
