Context of Jeremiah 51:7
5The Lord Almighty, Israel's God, will not leave Israel and Judah on their own. Those people are guilty of many bad things that they have done against Israel's holy God. 6Run away from Babylonia! Run quickly to escape from there! Do not stay there to die along with Babylonia's people. The time has come for the Lord to pay them back for their sins. He will punish them as they deserve. Babylon has been like a gold cup of wine in the Lord's hand. The nations of the world had to drink that wine. It made everyone become drunk, and so they all became crazy. 8But now Babylon will quickly fall. An enemy will destroy it, so weep for it! Find some medicine that will make its wounds better. Perhaps it will become well again. 9The foreign people in Babylon say, “We tried to make its wounds better, but it was not possible to do it. Now we must leave it. We must each go back to our own country. Its punishment will have no end. It will reach as high as the sky!”

- Barnes’ Notes on the Bible · v. 7Literally, “A golden cup is Babel in the hand of Yahweh, intoxicating the whole earth.” Jeremiah beholds her in her splendor, but the wine whereof she makes the nations drink is the wrath of God. As God‘s hammer Jeremiah 50:23, Babylon was strong: as His cup of gold, she was rich and beautiful, but neither saves her from ruin.Read the comment

- Jamieson–Fausset–Brown Commentary · v. 77. Babylon is compared to a cup, because she was the vessel in the hand of God, to make drunken with His vengeance the other peoples (Jr 13:12; 25:15, 16). Compare as to spiritual Babylon, Re 14:8; 17:4. The cup is termed "golden," to express the splendor and opulence of Babylon; whence also in the image seen by Nebuchadnezzar (Da 2:38) the head representing Babylon is of gold (compare Is 14:4).Read the comment
