Context of Revelation 16:13
11They cursed the God of heaven because of their pain and because of the sores on their skin. But they did not stop doing bad things. 12Then the sixth angel poured out his bowl on the great Euphrates river. As a result, the river became dry. This prepared a way for kings from the east to march across it. Then I saw three bad spirits that looked like frogs. One bad spirit came out of the dragon's mouth. Another one came out of the first wild animal's mouth. The third one came out of the false prophet's mouth. 14Those bad spirits are the spirits of demons. They had the power to do miracles. They went to all the rulers in the whole world, to bring them together to fight in a big war. That war will happen on the great day of God, who has all power and authority. 15The Lord says: ‘Listen! I will come secretly, like someone who robs people. If you continue to watch carefully, you will be happy. Keep your clothes with you all the time. Then, when I come, you will not be ashamed because you have no clothes.’

- Barnes’ Notes on the Bible · v. 13And I saw three unclean spirits - They assumed a visible form which would well represent their odiousness - that of frogs - but still they are spoken of as “spirits.” They were evil powers, or evil influences (Revelation 16:14, “spirits of devils”), and the language here is undoubtedly designed to represent some such power or influence which would, at that period, proceed from the dragon, the beast, and the false prophet.
