Context of Obadiah 1:21
19People will come from the Negev. They will come to live in the mountains of Edom. People will come from the low hills in the west, and they will take the Philistines' country for themselves. They will live in the fields in Ephraim and Samaria. Benjamin's people will take Gilead. 20Some people lived in Israel, but they now have to live with the Canaanites. They will get the country as far as Zarephath. Some people lived in Jerusalem, but now they have to be in Sepharad. They will get the towns in the Negev. Men will come to make Jerusalem free, and they will rule over Edom. And that country will belong to the Lord.

- Adam Clarke Bible Commentary · v. 21And saviours shall come up - Certain persons whom God may choose to be deliverers of his people; such as Zerubbabel, Ezra, Nehemiah, and the Maccabees. Some think these saviours, מושיעים moshiim, mean the apostles of our Lord. Several MSS. have מושעים mushaim, the preserved; those that are saved, i.e., they who were delivered from the captivity; and those of Mount Zion shall judge, that is, shall execute judgment on the Edomites. And the Lord gave unto Israel a savior” 2 Kings 13:5, in the time of Jehoahaz. Nehemiah says to God, Nehemiah 9:27. “According to Thy manifold mercies, Thou gavest them…Read the comment
