Context of Matthew 2:21
19After Herod died, Joseph had a dream in Egypt. In the dream he saw one of the Lord God's angels. 20The angel said to Joseph, ‘Get up. The people who wanted to kill the child are dead. Take the child and his mother. You can now return with them to Israel.’ So Joseph got up. He took the child and his mother and they travelled to Israel. 22But then Joseph heard that Herod's son, Archelaus, was now king of Judea instead of his father. So Joseph was afraid to go to Judea. In another dream God showed Joseph that he should go to Galilee instead. 23So Joseph went there and he lived in a town called Nazareth. Long ago God's prophets had said about God's Messiah, ‘He will be called a person from Nazareth.’ Now this had become true.

- Matthew Henry Concise Commentary · v. 19-23Verses 19-23 Egypt may serve to sojourn in, or take shelter in, for awhile, but not to abide in. Christ was sent to the lost sheep of the house of Israel, to them he must return. Did we but look upon the world as our Egypt, the place of our bondage and banishment, and heaven only as our Canaan, our home, our rest, we should as readily arise and depart thither, when we are called for, as Joseph did out of Egypt. The family must settle in Galilee. Nazareth…Read the comment

- Jamieson–Fausset–Brown Commentary · v. 2121. And he arose, and took the young child and his mother, and came into the land of Israel--intending, as is plain from what follows, to return to Bethlehem of Judea, there, no doubt, to rear the Infant King, as at His own royal city, until the time should come when they would expect Him to occupy Jerusalem, "the city of the Great King."Read the comment
