Context of Isaiah 49:18
16Look! I have written your name on my own hand. I always see the walls of your city in my mind. 17Your children will hurry back to you, to build you again. The enemies who destroyed you will go away. Look all round you! See all your people as they return together.’ The Lord says, ‘I tell you clearly, as the God who lives, you will be happy with your people. They will make you beautiful again, like a bride with her beautiful jewels. 19Enemies have destroyed your land. Its towns have become heaps of stones. But soon your land will be too small for all your people to live in. The enemies who destroyed you will be far away from you. 20The children who were born in a foreign land will return to you. You will hear them say, “This place is too small for us. Find more room for us to live in.”

Commentaries on Isaiah 49:18
- Adam Clarke Bible Commentary · v. 18Bind them on thee, as a bride doeth "Bind them about thee, as a bride her jewels" - The end of the sentence is manifestly imperfect. Does a bride bind her children, or her new subjects, about her? Sion clothes herself with her children, as a bride clothes herself, - with what? some other thing certainly. The Septuagint help us out in this difficulty, and supply the lost word: ̔ · as a bride her ornaments. כלה ככליה kichleyha callah, or כליה ככלה kecallah…Read the comment
- Barnes’ Notes on the Bible · v. 18Lift up thine eyes round about - That is, see the multitudes that shall be converted to thee; see thy ruined city rise again in its former beauty; see the Gentiles come and yield themselves to the worship of the true God; see kings and princes approach and do thee homage. All these gather themselves - That is, from a far country, from the north, the west, and the south, Isaiah 49:12. - Matthew Henry Concise Commentary · v. 18-23Verses 18-23 Zion is addressed as an afflicted widow, bereaved of her children. Numbers flock to her, and she is assured that they come to be a comfort to her. There are times when the church is desolate and few in number; yet its desolations shall not last for ever, and God will repair them. God can raise up friends for returning Israelites, even among Gentiles. They shall bring their children, and make them thy children. Let all deal tenderly and…Read the comment

- Jamieson–Fausset–Brown Commentary · v. 1818. As Zion is often compared to a bride (Is 54:5), so the accession of converts is like bridal ornaments ("jewels," Is 62:3; Mal 3:17). Her literal children are, however, more immediately meant, as the context refers to their restoration; and only secondarily to her spiritual children by conversion to Christ. Israel shall be the means of the final complete conversion of the nations (Mi 5:7; Ro 11:12, 15). as a bride--namely, binds on her ornaments.Read the comment
