Context of Acts 25:12
10Paul answered him, ‘I am already in the place where Caesar's officers judge people. This is the right place for you to judge me. I have never done anything wrong against the Jews. You yourself know very well that it is true. 11Have I done something bad that you should kill me for it? If that is true, then I will agree to it. It is right that I should die. But these Jews are not speaking true words against me. Nobody should let them take hold of me. So now I ask you to send me to Caesar himself. I want him to be the judge.’ Festus talked to his officers about what Paul had said. Then he said to Paul, ‘You have asked to go to Caesar, for him to be your judge. So prepare yourself to go to Caesar!’ 13Several days after this, King Agrippa and Bernice came to Caesarea. They wanted to say ‘welcome’ to Festus as the new ruler. 14They stayed in Caesarea for many days. While they were there, Festus explained to King Agrippa the problem about Paul. He said, ‘There is a man here that Felix left in prison.

Commentaries on Acts 25:12
- Adam Clarke Bible Commentary · v. 12Conferred with the council - From this circumstance, we may learn that the appeal of Paul to Caesar was conditional; else Festus could not have deliberated with his council whether it should be granted; for he had no power to refuse to admit such an appeal. We may, therefore, understand Paul thus: "I now stand before a tribunal where I ought to be judged; if thou refuse to hear and try this cause, rather than go to Jerusalem, I appeal to Caesar."
