Context of Jeremiah 49:14
12For thus saith Jehovah: Behold, they whose judgment was not to drink of the cup shall assuredly drink; and thou indeed, shouldest thou be altogether unpunished? Thou shalt not go unpunished, but thou shalt surely drink. 13For I have sworn by myself, saith Jehovah, that Bozrah shall become an astonishment, a reproach, a waste, and a curse; and all the cities thereof shall be perpetual wastes. I have heard a rumour from Jehovah, and an ambassador is sent among the nations: — Gather yourselves together, and come against her and rise up for the battle. 15For behold, I have made thee small among the nations, despised among men. 16Thy terribleness, the pride of thy heart, hath deceived thee, thou that dwellest in the clefts of the rock, that holdest the height of the hill. Though thou shouldest make thy nest high as the eagle, I will bring thee down from thence, saith Jehovah.

- Matthew Henry Concise Commentary · v. 7-22Verses 7-22 The Edomites were old enemies to the Israel of God. Thus Divine judgments go round from nation to nation; the earth is full of commotion, and nothing can escape the ministers of Divine vengeance.
