Context of Exodus 22:7
5If a man shall cause a field or vineyard to be eaten, and put in his cattle, and pasture in another man's field, of the best of his own field, and of the best of his own vineyard shall he make [it] good. 6— If fire break out, and seize the thorns, and the stacks of corn, or the standing corn, or the field be consumed, he that kindled the fire shall fully make it good. — If a man deliver unto his neighbour money or stuff to keep, and it be stolen out of the man's house; if the thief be found, let him restore double; 8if the thief be not found, the master of the house shall be brought before the judges, [to see] if he has not put his hand unto his neighbour's goods. 9As to all manner of fraud, — as to ox, as to ass, as to sheep, as to clothing, as to everything lost, of which [a man] saith, It is this — the cause of both parties shall come before the judges: he whom the judges shall condemn shall restore double to his neighbour.

Commentaries on Exodus 22:7
- Adam Clarke Bible Commentary · v. 7Deliver unto his neighbor - This is called pledging in the law of bailments; it is a deposit of goods by a debtor to his creditor, to be kept till the debt be discharged. Whatever goods were thus left in the hands of another person, that person, according to the Mosaic law, became responsible for them; if they were stolen, and the thief was found, he was to pay double; if he could not be found, the oath of the person who had them in keeping, made before…Read the comment
- Tyndale Open Study Notes · v. 1-15In cases involving loss of property, the responsible person had to pay compensation equal to the value of what was lost. If the person had actually stolen the property, the compensation was multiplied (22:1, 4, 7). Where there was a question of responsibility, the parties were to appear before God for adjudication (22:8). The means by which the judgment was reached is not reported.Read the comment
- Jamieson–Fausset–Brown Commentary · v. 1-311-4. If a man shall steal an ox, or a sheep--The law respects the theft of cattle which constituted the chief part of their property. The penalty for the theft of a sheep which was slain or sold, was fourfold; for an ox fivefold, because of its greater utility in labor; but, should the stolen animal have been recovered alive, a double compensation was all that was required, because it was presumable he (the thief) was not a practised adept in dishonesty…Read the comment
