Context of Exodus 22:7
5If a man grazes his livestock in a field or vineyard and allows them to stray so that they graze in someone else’s field, he must make restitution from the best of his own field or vineyard. 6If a fire breaks out and spreads to thornbushes so that it consumes stacked or standing grain, or the whole field, the one who started the fire must make full restitution. If a man gives his neighbor money or goods for safekeeping and they are stolen from the neighbor’s house, the thief, if caught, must pay back double. 8If the thief is not found, the owner of the house must appear before the judges to determine whether he has taken his neighbor’s property. 9In all cases of illegal possession of an ox, a donkey, a sheep, a garment, or any lost item that someone claims, ‘This is mine,’ both parties shall bring their cases before the judges. The one whom the judges find guilty must pay back double to his neighbor.

Commentaries on Exodus 22:7
- Adam Clarke Bible Commentary · v. 7Deliver unto his neighbor - This is called pledging in the law of bailments; it is a deposit of goods by a debtor to his creditor, to be kept till the debt be discharged. Whatever goods were thus left in the hands of another person, that person, according to the Mosaic law, became responsible for them; if they were stolen, and the thief was found, he was to pay double; if he could not be found, the oath of the person who had them in keeping, made before…Read the comment
- Tyndale Open Study Notes · v. 1-15In cases involving loss of property, the responsible person had to pay compensation equal to the value of what was lost. If the person had actually stolen the property, the compensation was multiplied (22:1, 4, 7). Where there was a question of responsibility, the parties were to appear before God for adjudication (22:8). The means by which the judgment was reached is not reported.Read the comment
- Jamieson–Fausset–Brown Commentary · v. 1-311-4. If a man shall steal an ox, or a sheep--The law respects the theft of cattle which constituted the chief part of their property. The penalty for the theft of a sheep which was slain or sold, was fourfold; for an ox fivefold, because of its greater utility in labor; but, should the stolen animal have been recovered alive, a double compensation was all that was required, because it was presumable he (the thief) was not a practised adept in dishonesty…Read the comment
