Context of Revelation 17:13

11The beast that was, and now is not, is an eighth king, who belongs to the other seven and is going into destruction. 12The ten horns you saw are ten kings who have not yet received a kingdom, but will receive one hour of authority as kings along with the beast. These kings have one purpose: to yield their power and authority to the beast. 14They will make war against the Lamb, and the Lamb will triumph over them, because He is Lord of lords and King of kings; and He will be accompanied by His called and chosen and faithful ones.” 15Then the angel said to me, “The waters you saw, where the prostitute was seated, are peoples and multitudes and nations and tongues.

• Adam Clarke Bible Commentary · v. 13These have one mind, and shall give their power and strength unto the beast - Therefore the ten horns must constitute the principal strength of the Latin empire; that is to say, this empire is to be composed of the dominions of ten monarchs independent of each other in every other sense except in their implicit obedience to the Latin Church. The beast in this and the preceding verse is distinguished from its horns, as the Whole Latin empire is…Read the comment
• Barnes’ Notes on the Bible · v. 13These have one mind - That is, they are united in the promotion of the same object. Though in some respects wholly independent of each other, yet they may be regarded as, in fact, so far united that they tend to promote the same ultimate end. As a fact in history, all these kingdoms, though of different origin, and though not infrequently engaged in war with each other, became Roman Catholics, and were united in the support of the papacy. It was with…Read the comment
• Matthew Henry Concise Commentary · v. 7-14Verses 7-14 The beast on which the woman sat was, and is not, and yet is. It was a seat of idolatry and persecution, and is not; not in the ancient form, which was pagan: yet it is; it is truly the seat of idolatry and tyranny, though of another sort and form. It would deceive into stupid and blind submission all the inhabitants of the earth within its influence, except the remnant of the elect. This beast was seven heads, seven mountains, the seven hills…Read the comment
• Tyndale Open Study Notes · v. 12-13The ten horns, which symbolize world kingdoms following the beast, rule together under his guidance. These verses have led to speculation about a ten-nation alliance. People have guessed it could be the client kingdoms of Rome, the states against the Holy Roman Empire, or the European Union. However, these guesses miss the main point: all nations opposing God will be defeated (Revelation 17:14).Read the comment
• Jamieson–Fausset–Brown Commentary · v. 1313. one mind--one sentiment. shall give--So Coptic. But A, B, and Syriac, "give." strength--Greek, "authority." They become his dependent allies (Re 17:14). Thus Antichrist sets up to be King of kings, but scarcely has he put forth his claim when the true King of kings appears and dashes him down in a moment to destruction.Read the comment
