Context of Romans 10:13
11For the Scripture says, “Whoever believes in Him [whoever adheres to, trusts in, and relies on Him] will not be disappointed [in his expectations].” 12For there is no distinction between Jew and Gentile; for the same Lord is Lord over all [of us], and [He is] abounding in riches (blessings) for all who call on Him [in faith and prayer]. For “whoever calls on the name of the Lord [in prayer] will be saved.” 14But how will people call on Him in whom they have not believed? And how will they believe in Him of whom they have not heard? And how will they hear without a preacher (messenger)? 15And how will they preach unless they are commissioned and sent [for that purpose]? Just as it is written and forever remains written, “How beautiful are the feet of those who bring good news of good things!”

Commentaries on Romans 10:13
- Adam Clarke Bible Commentary · v. 13For whosoever shall call, etc. - Nor shall any one who hears this doctrine of salvation, and credits it as he is commanded, be permitted to pray or supplicate the throne of grace in vain: for the Prophet Joel hath declared, Joel 2:32; : Whosoever shall call upon, invoke, the name of the Lord Jesus Christ, the Savior of sinners, shall be saved - shall have his guilt pardoned, his heart purified; and if he abide in the faith, rooted and grounded in him…Read the comment
- Barnes’ Notes on the Bible · v. 13For whosoever shall call - This sentiment is found substantially in Joel 2:32, “And it shall come to pass, that whosoever shall call on the name of the Lord shall be delivered.” This is expressly applied to the times of the gospel, by Peter, in Acts 2:21; see the note on that place. To call on the name of the Lord is the same as to call on the Lord himself. The word “name” is often used in this manner. “The name of the Lord is a strong tower, etc.;”…Read the comment
- Matthew Henry Concise Commentary · v. 12-17Verses 12-17 There is not one God to the Jews, more kind, and another to the Gentiles, who is less kind; the Lord is a Father to all men. The promise is the same to all, who call on the name of the Lord Jesus as the Son of God, as God manifest in the flesh. All believers thus call upon the Lord Jesus, and none else will do so humbly or sincerely. But how should any call on the Lord Jesus, the Divine Saviour, who had not heard of him? And what is the life…Read the comment
- Tyndale Open Study Notes · v. 13Paul quotes Joel 2:32. In that passage, the LORD refers to Yahweh, the personal name of God (see Exodus 3:15). However, Romans 10:12 makes clear that the Lord in Romans refers to Jesus Christ. By applying this Old Testament passage to Jesus, Paul shows that believers from the time of the apostles understood Jesus to share in God’s identity.Read the comment
- Jamieson–Fausset–Brown Commentary · v. 11-1311-13. For the scripture saith--in Is 28:16, a glorious Messianic passage. Whosoever believeth on him shall not be ashamed--Here, as in Ro 9:33, the quotation is from the Septuagint, which renders those words of the original, "shall not make haste" (that is, fly for escape, as from conscious danger), "shall not be put to shame," which comes to the same thing.Read the comment
