But after the high priest’s death the offender shall return to the land of his possession. 29‘These things shall be a statute for you throughout your generations wherever you may be. ‘If anyone kills a person [intentionally], the murderer shall be put to death on the testimony of [two or more] witnesses; but no one shall be put to death on the testimony of [only] one witness. 31Moreover, you shall not accept a ransom [in exchange] for the life of a murderer guilty and sentenced to death; but he shall certainly be put to death. 32You shall not accept a ransom for him who has escaped to his city of refuge, so that he may return to live in his [own] land before the death of the high priest.

- Adam Clarke Bible Commentary · v. 30But one witness shall not testify against any - This was a just and necessary provision. One may be mistaken, or so violently prejudiced as to impose even on his own judgment, or so wicked as to endeavor through malice to compass the life of his neighbor: but it is not likely that two or more should be of this kind; and even were they, their separate examination would lead to a discovery of the truth, and to their conviction.Read the comment

By the appointment of cities of refuge, the manslayer was saved, in the meantime, from the blind and impetuous fury of vindictive relatives; but he might be tried by the local court, and, if proved guilty on sufficient evidence…Read the comment
