Context of Numbers 35:30
28The slayer should have stayed inside the city of refuge until the death of the high priest. But after the death of the high priest, the slayer may return to his own property. 29These are legal requirements for you to observe from generation to generation, wherever you may live. “All murderers must be put to death, but only if evidence is presented by more than one witness. No one may be put to death on the testimony of only one witness. 31Also, you must never accept a ransom payment for the life of someone judged guilty of murder and subject to execution; murderers must always be put to death. 32And never accept a ransom payment from someone who has fled to a city of refuge, allowing a slayer to return to his property before the death of the high priest.

- Adam Clarke Bible Commentary · v. 30But one witness shall not testify against any - This was a just and necessary provision. One may be mistaken, or so violently prejudiced as to impose even on his own judgment, or so wicked as to endeavor through malice to compass the life of his neighbor: but it is not likely that two or more should be of this kind; and even were they, their separate examination would lead to a discovery of the truth, and to their conviction.Read the comment

By the appointment of cities of refuge, the manslayer was saved, in the meantime, from the blind and impetuous fury of vindictive relatives; but he might be tried by the local court, and, if proved guilty on sufficient evidence…Read the comment
