Context of Numbers 35:30
28That is because the killer should have stayed in his safe city until the death of the leader of the priests. But after the leader of the priests dies, the killer may return to his own home. 29Wherever you and your descendants live, these are the rules that you must obey for all future time. Before you kill a murderer, people must agree that they saw him kill someone. But if only one person saw what happened, that is not enough for you to kill him. 31You must not accept money to pay for the life of a murderer. If he is guilty of murder, you must kill him. 32Also, you must not accept money from a killer who has run to a safe city. You must not let him return to his own home until the leader of the priests has died.

- Adam Clarke Bible Commentary · v. 30But one witness shall not testify against any - This was a just and necessary provision. One may be mistaken, or so violently prejudiced as to impose even on his own judgment, or so wicked as to endeavor through malice to compass the life of his neighbor: but it is not likely that two or more should be of this kind; and even were they, their separate examination would lead to a discovery of the truth, and to their conviction.Read the comment

By the appointment of cities of refuge, the manslayer was saved, in the meantime, from the blind and impetuous fury of vindictive relatives; but he might be tried by the local court, and, if proved guilty on sufficient evidence…Read the comment
