Context of Numbers 35:30
28because the manslayer must remain in his city of refuge until the death of the high priest. Only after the death of the high priest may he return to the land he owns. 29This will be a statutory ordinance for you for the generations to come, wherever you live. If anyone kills a person, the murderer is to be put to death on the testimony of the witnesses. But no one is to be put to death based on the testimony of a lone witness. 31You are not to accept a ransom for the life of a murderer who deserves to die; he must surely be put to death. 32Nor should you accept a ransom for the person who flees to a city of refuge and allow him to return and live on his own land before the death of the high priest.

Commentaries on Numbers 35:30
- Adam Clarke Bible Commentary · v. 30But one witness shall not testify against any - This was a just and necessary provision. One may be mistaken, or so violently prejudiced as to impose even on his own judgment, or so wicked as to endeavor through malice to compass the life of his neighbor: but it is not likely that two or more should be of this kind; and even were they, their separate examination would lead to a discovery of the truth, and to their conviction.Read the comment
- Barnes’ Notes on the Bible · v. 30By the mouth of witnesses - i. e. two witnesses, at the least (compare the marginal references). The provisions of this and the following verses protect the enactments of this chapter from abuse. The cities of refuge were not intended to exempt a criminal from deserved punishment.Read the comment

A distinction is made, not between sudden anger and malice aforethought, both which are the crime of murder; but between intentionally striking a man with any weapon likely…Read the comment

By the appointment of cities of refuge, the manslayer was saved, in the meantime, from the blind and impetuous fury of vindictive relatives; but he might be tried by the local court, and, if proved guilty on sufficient evidence…Read the comment
