Context of Daniel 7:22
20and the meaning of the ten horns (kings) that were on its head and the other horn which came up later, and before which three of the horns fell, specifically, that horn which had eyes and a mouth that boasted great things and which looked larger than the others. 21As I kept looking, that horn was making war with the saints (believers) and overpowering them until the Ancient of Days came and judgment was passed in favor of the saints of the Most High [God], and the time arrived when the saints (believers) took possession of the kingdom. 23“Thus the angel said, ‘The fourth beast shall be a fourth kingdom on earth, which will be different from all other kingdoms and will devour the whole earth and tread it down, and crush it. 24As for the ten horns, out of this kingdom ten kings will arise; and another will arise after them, and he will be different from the former ones, and he will subdue three kings.

That is, this was to occur after the horn grew to its full size, and after the war was made with the saints, and they had been overcome. It does not affirm that this would occur immediately, but that at some subsequent period the Ancient of days would come, and would set up a kingdom on the earth, or would make over the kingdom to the saints. - Jamieson–Fausset–Brown Commentary · v. 2222. Ancient of days came--The title applied to the Father in Da 7:13 is here applied to the Son; who is called "the everlasting Father" (Is 9:6). The Father is never said to "come"; it is the Son who comes. judgment was given to ... saints--Judgment includes rule; "kingdom" in the end of this verse (1Co 6:2; Re 1:6; 5:10; 20:4).
