Context of Daniel 7:22
20I also wanted to know the meaning of the ten horns on its head, and of that other horn which came up and before which three others fell. This was the horn that had eyes and a mouth speaking arrogant things, whose appearance was more formidable than the others. 21While I was watching, that horn began to wage war against the holy ones and was defeating them, until the Ancient of Days arrived and judgment was rendered in favor of the holy ones of the Most High. Then the time came for the holy ones to take possession of the kingdom. 23“This is what he told me: ‘The fourth beast means that there will be a fourth kingdom on earth that will differ from all the other kingdoms. It will devour all the earth and will trample and crush it. 24The ten horns mean that ten kings will arise from that kingdom. Another king will arise after them, but he will be different from the earlier ones. He will humiliate three kings.

That is, this was to occur after the horn grew to its full size, and after the war was made with the saints, and they had been overcome. It does not affirm that this would occur immediately, but that at some subsequent period the Ancient of days would come, and would set up a kingdom on the earth, or would make over the kingdom to the saints. There would be as real a transfer and as actual a setting up…Read the comment

- Jamieson–Fausset–Brown Commentary · v. 2222. Ancient of days came--The title applied to the Father in Da 7:13 is here applied to the Son; who is called "the everlasting Father" (Is 9:6). The Father is never said to "come"; it is the Son who comes. judgment was given to ... saints--Judgment includes rule; "kingdom" in the end of this verse (1Co 6:2; Re 1:6; 5:10; 20:4).
