Context of Daniel 7:23
21As I kept looking, that horn was making war with the saints (believers) and overpowering them 22until the Ancient of Days came and judgment was passed in favor of the saints of the Most High [God], and the time arrived when the saints (believers) took possession of the kingdom. “Thus the angel said, ‘The fourth beast shall be a fourth kingdom on earth, which will be different from all other kingdoms and will devour the whole earth and tread it down, and crush it. 24As for the ten horns, out of this kingdom ten kings will arise; and another will arise after them, and he will be different from the former ones, and he will subdue three kings. 25He will speak words against the Most High [God] and wear down the saints of the Most High, and he will intend to change the times and the law; and they will be given into his hand for a time, [two] times, and half a time [three and one-half years].

- Barnes’ Notes on the Bible · v. 23-27Verses 23-27 Thus he said - That is, in explanation of the fourth symbol which appeared - the fourth beast, and of the events connected with his appearing. This explanation embraces the remainder of the chapter; and as the whole subject appeared difficult and momentous to Daniel before the explanation, so it may be said to be in many respects difficult, and in all respects momentous still. It is a question on which expositors of the Scriptures are by no…Read the comment
- Matthew Henry Concise Commentary · v. 15-28Verses 15-28 It is desirable to obtain the right and full sense of what we see and hear from God; and those that would know, must ask by faithful and fervent prayer. The angel told Daniel plainly. He especially desired to know respecting the little horn, which made war with the saints, and prevailed against them. Here is foretold the rage of papal Rome against true Christians. St. John, in his visions and prophecies, which point in the first place at…Read the comment

- Jamieson–Fausset–Brown Commentary · v. 1-28This chapter treats of the same subject as the second chapter. But there the four kingdoms, and Messiah's final kingdom, were regarded according to their external political aspect, but here according to the mind of God concerning them, and their moral features. The outward political history had been shown in its general features to the world ruler, whose position fitted him for receiving such a revelation. But God's prophet here receives disclosures as to…Read the comment
