Context of Daniel 7:22
20I also wanted to know about the ten horns on its head and about the other horn that had come up and made three of the horns fall out. That horn had eyes and a mouth that spoke impressive things. It appeared to be bigger than the others. 21I saw that horn making war against the holy people and defeating them. It did this until the Ancient One, who has lived for endless years, came and judged in favor of the holy people of the Most High. The time came when the holy people took possession of the kingdom. 23He said, “The fourth animal will be the fourth of these kingdoms on earth. It will be different from all other kingdoms. It will devour, trample, and crush the whole world. 24The ten horns are ten kings that will rise to power from that kingdom. Another king will rise to power after them. He will be different from the kings who came before him, and he will humble three kings.

That is, this was to occur after the horn grew to its full size, and after the war was made with the saints, and they had been overcome. It does not affirm that this would occur immediately, but that at some subsequent period the Ancient of days would come, and would set up a kingdom on the earth, or would make over the kingdom to the saints. - Jamieson–Fausset–Brown Commentary · v. 2222. Ancient of days came--The title applied to the Father in Da 7:13 is here applied to the Son; who is called "the everlasting Father" (Is 9:6). The Father is never said to "come"; it is the Son who comes. judgment was given to ... saints--Judgment includes rule; "kingdom" in the end of this verse (1Co 6:2; Re 1:6; 5:10; 20:4).
