Context of Daniel 7:22
20and the ten horns that were on its head, and the other horn which came up, before which three fell, namely, that horn which had eyes and a mouth which spoke pompous words, whose appearance was greater than his fellows. 21“I was watching; and the same horn was making war against the saints, and prevailing against them, until the Ancient of Days came, and a judgment was made in favor of the saints of the Most High, and the time came for the saints to possess the kingdom. 23“Thus he said: ‘The fourth beast shall be A fourth kingdom on earth, Which shall be different from all other kingdoms, And shall devour the whole earth, Trample it and break it in pieces. 24The ten horns are ten kings Who shall arise from this kingdom. And another shall rise after them; He shall be different from the first ones, And shall subdue three kings.

That is, this was to occur after the horn grew to its full size, and after the war was made with the saints, and they had been overcome. It does not affirm that this would occur immediately, but that at some subsequent period the Ancient of days would come, and would set up a kingdom on the earth, or would make over the kingdom to the saints. - Jamieson–Fausset–Brown Commentary · v. 2222. Ancient of days came--The title applied to the Father in Da 7:13 is here applied to the Son; who is called "the everlasting Father" (Is 9:6). The Father is never said to "come"; it is the Son who comes. judgment was given to ... saints--Judgment includes rule; "kingdom" in the end of this verse (1Co 6:2; Re 1:6; 5:10; 20:4).
