Context of Revelation 13:5
3One of his heads seemed to have been slain, but the fatal wound was healed. The whole earth was amazed and followed the beast. 4And they worshiped the dragon, because he had given authority to the beast. They also worshiped the beast, chanting, “Who is like the beast, and who can make war against him?” The beast was given a mouth uttering great boasts and blasphemies. It was given authority to act for forty-two months. 6Then he opened his mouth with blasphemies against God, to slander His name and His tabernacle—that is, those dwelling in heaven. 7He was also permitted to make war against the kedoshim and overcome them, and he was given authority over every tribe and people and tongue and nation.

- Barnes’ Notes on the Bible · v. 5And there was given unto him a mouth speaking great things - John does not say by whom this was given; but we may suppose that it was by the “dragon,” who is said Revelation 13:2 to have given him his power, and seat, and authority. The fulfillment of this is found in the claims set up by the princes and rulers here referred to - that mighty secular power that sustained the papacy, and that was, in some sort, a part of the papacy itself. These arrogant…Read the comment
