Context of Psalms 102:16
14You will arise and have compassion on Zion, for it is time to show favor to her, for the appointed time has come, 15for her stones are dear to Your servants, and they cherish her dust. So the nations will fear Adonai’s Name and all the kings of the earth Your glory. 17For Adonai has rebuilt Zion. He has appeared in His glory. 18He has turned to the prayer of the destitute, and has not despised their prayer.

- Adam Clarke Bible Commentary · v. 16When the Lord shall build up Zion - It is such a difficult thing, so wholly improbable, so far out of the reach of human power, that when God does it, he must manifest his power and glory in a most extraordinary manner.Read the comment
- Barnes’ Notes on the Bible · v. 16When the Lord shall build up Zion - The Septuagint, the Latin Vulgate, and Luther, vender this, “Because the Lord hath built up Zion.” This also is the most natural and correct translation of the Hebrew. The reference, however, may be to the future. The psalmist may throw himself into the future, and - standing there - he may describe things as they will appear then - as already done. He shall appear in his glory - The idea is that the building up of Zion…Read the comment

When we consider our own vileness, our darkness and deadness, and the manifold defects in our prayers, we have cause to fear that they will not be received in heaven; but we are here assured of the contrary, for we have an Advocate with the Father, and are under grace, not under the law. Redemption is the…Read the comment
