Context of Psalms 102:16
14For thy servants take pleasure in her stones, and have pity upon her dust. 15So the nations shall fear the name of the LORD, and all the kings of the earth thy glory: For the LORD hath built up Zion, he hath appeared in his glory; 17He hath regarded the prayer of the destitute, and hath not despised their prayer. 18This shall be written for the generation to come: and a people which shall be created shall praise the LORD.

- Adam Clarke Bible Commentary · v. 16When the Lord shall build up Zion - It is such a difficult thing, so wholly improbable, so far out of the reach of human power, that when God does it, he must manifest his power and glory in a most extraordinary manner.Read the comment
- Barnes’ Notes on the Bible · v. 16When the Lord shall build up Zion - The Septuagint, the Latin Vulgate, and Luther, vender this, “Because the Lord hath built up Zion.” This also is the most natural and correct translation of the Hebrew. The reference, however, may be to the future. The psalmist may throw himself into the future, and - standing there - he may describe things as they will appear then - as already done. He shall appear in his glory - The idea is that the building up of Zion…Read the comment
- Matthew Henry Concise Commentary · v. 12-22Verses 12-22 We are dying creatures, but God is an everlasting God, the protector of his church; we may be confident that it will not be neglected. When we consider our own vileness, our darkness and deadness, and the manifold defects in our prayers, we have cause to fear that they will not be received in heaven; but we are here assured of the contrary, for we have an Advocate with the Father, and are under grace, not under the law. Redemption is the…Read the comment
- Tyndale Open Study Notes · v. 15-16When the Lord arises (Psalm 102:13), the nations will tremble with fear because they will see his glory (see Psalm 8:1; 19:1–4a; 24:7). Rebuilding Zion and the temple shows God's glory and fulfills this promise. An even greater fulfillment will come with the New Jerusalem (Revelation 21).Read the comment
