Context of Micah 7:12
10Then my enemy will see it, and shame will cover her— she who said to me: “Where is Adonai, your God?” My eyes will gaze at her— now she will be trampled like mud in streets. 11A day to rebuild your walls— a day the boundary will be far off, a day when they will come to you from Assyria to the cities of Egypt, from Egypt to the River, from sea to sea, and from mountain to mountain. 13Yet the land will become a wasteland because of her inhabitants, because of the fruit of their misdeeds. 14Tend Your people with Your staff, the flock of Your inheritance, dwelling alone, in a forest in the midst of a fertile garden. Let them feed in Bashan and Gilead, as in the days of old.

- Adam Clarke Bible Commentary · v. 12In that day also he shall come - Bp. Newcome translates: - "And in that day they shall come unto thee From Assyria and the fenced cities; And from Egypt even unto the river." Calmet translates: - "They shall come to thee from Assyria even unto Egypt; And from Egypt even to the river; (Euphrates); And from one sea to another, and from one mountain to another." This, says he, gives an easy sense; whereas we cannot tell where to find those fortified cities…Read the comment
- Matthew Henry Concise Commentary · v. 8-13Verses 8-13 Those truly penitent for sin, will see great reason to be patient under affliction. When we complain to the Lord of the badness of the times, we ought to complain against ourselves for the badness of our hearts. We must depend upon God to work deliverance for us in due time. We must not only look to him, but look for him. In our greatest distresses, we shall see no reason to despair of salvation, if by faith we look to the Lord as the God of…Read the comment

The Assyrians (including the Babylonians) who spoiled thee shall come. and from the fortified cities--rather, to suit the parallelism, "from Assyria even to Egypt." (Matzor may be so translated).
