Context of Micah 7:12
10‘Why does the Lord your God not help you?’ my enemies say to me. They will see what God does for me. Then they will be very ashamed. And I will see the bad things that happen to them. Soon other people will crush them and beat them. Then they will be like wet ground in the streets under people's feet. 11But the time will come for you to build the walls of your cities again. You will make the borders of your country much wider then. At that time many of Assyria's people and Egypt's people will come to you. People will come to you from the countries between Egypt and the River Euphrates. They will come to you from all over the earth, from sea to sea and from mountain to mountain. 13The other parts of the earth will become sad places where nobody lives. God will destroy them because of the people who live there. Those people have done what is bad. 14Rule us and lead us, Lord. You are like a man who leads his sheep. He uses a strong stick to lead them. We are your own special people. We are like a group of sheep that lives by itself in a forest. There is good grass all round them. Let your sheep eat grass in Bashan and Gilead, as they did a long time ago.

- Adam Clarke Bible Commentary · v. 12In that day also he shall come - Bp. Newcome translates: - "And in that day they shall come unto thee From Assyria and the fenced cities; And from Egypt even unto the river." Calmet translates: - "They shall come to thee from Assyria even unto Egypt; And from Egypt even to the river; (Euphrates); And from one sea to another, and from one mountain to another." This, says he, gives an easy sense; whereas we cannot tell where to find those fortified cities…Read the comment
- Matthew Henry Concise Commentary · v. 8-13Verses 8-13 Those truly penitent for sin, will see great reason to be patient under affliction. When we complain to the Lord of the badness of the times, we ought to complain against ourselves for the badness of our hearts. We must depend upon God to work deliverance for us in due time. We must not only look to him, but look for him. In our greatest distresses, we shall see no reason to despair of salvation, if by faith we look to the Lord as the God of…Read the comment

The Assyrians (including the Babylonians) who spoiled thee shall come. and from the fortified cities--rather, to suit the parallelism, "from Assyria even to Egypt." (Matzor may be so translated).
