Context of Micah 7:12
10Then my enemies will see this, and they will be covered with shame, because they asked me, “Where is the Lord your God?” Now I look at them. They are trampled like mud in the streets. 11The day for rebuilding your walls and extending your borders is coming. When that day comes, your people will come to you from Assyria and the cities of Egypt, from Egypt to the Euphrates River, from sea to sea, and from mountain to mountain. 13The earth will become a wasteland for those who live on it because of what the people living there have done. 14With your shepherd’s staff, take care of your people, the sheep that belong to you. They live alone in the woods, in fertile pastures. Let them feed in Bashan and Gilead like before.

- Adam Clarke Bible Commentary · v. 12In that day also he shall come - Bp. Newcome translates: - "And in that day they shall come unto thee From Assyria and the fenced cities; And from Egypt even unto the river." Calmet translates: - "They shall come to thee from Assyria even unto Egypt; And from Egypt even to the river; (Euphrates); And from one sea to another, and from one mountain to another." This, says he, gives an easy sense; whereas we cannot tell where to find those fortified cities…Read the comment
- Matthew Henry Concise Commentary · v. 8-13Verses 8-13 Those truly penitent for sin, will see great reason to be patient under affliction. When we complain to the Lord of the badness of the times, we ought to complain against ourselves for the badness of our hearts. We must depend upon God to work deliverance for us in due time. We must not only look to him, but look for him. In our greatest distresses, we shall see no reason to despair of salvation, if by faith we look to the Lord as the God of…Read the comment

The Assyrians (including the Babylonians) who spoiled thee shall come. and from the fortified cities--rather, to suit the parallelism, "from Assyria even to Egypt." (Matzor may be so translated).
