Context of Judges 20:11
9But now this is what we will do to Gibeah: we will go up against it by lot. 10We will take ten men of a hundred throughout the tribes of Israel, and a hundred of a thousand, and a thousand out of ten thousand, to supply provisions for the troops, so that when they come to Gibeah of Benjamin, they may do to them according to all the disgrace that they have committed in Israel.” So all the men of Israel were gathered against the town, knit together as one man. 12And the tribes of Israel sent men through the tribe of Benjamin saying, “What is this wickedness that has taken place among you? 13Now therefore, give up the men, the worthless fellows that are in Gibeah, that we may put them to death and purge this evil from Israel.” But the children of Benjamin would not listen to the voice of their kinsmen Bnei-Yisrael.

The phrase, everyone did what was right in his own eyes is added twice (Judges 17:6; 18:1; 19:1; 21:25). The era of inspired leadership declined and ended in disorder. Something important was missing.Read the comment
- Jamieson–Fausset–Brown Commentary · v. 8-178-13. all the people arose as one man--The extraordinary unanimity that prevailed shows, that notwithstanding great disorders had broken out in many parts, the people were sound at the core; and remembering their national covenant with God, they now felt the necessity of wiping out so foul a stain on their character as a people. It was resolved that the inhabitants of Gibeah should be subjected to condign punishment. But the resolutions were conditional…Read the comment
