Context of Judges 20:11
9But now this is what we will do to Gibeah: we will go up against it by lot, 10and we will take ten men of a hundred throughout all the tribes of Israel, and a hundred of a thousand, and a thousand of ten thousand, to bring provisions for the people, that when they come they may repay Gibeah of Benjamin for all the outrage that they have committed in Israel." So all the men of Israel gathered against the city, united as one man. 12And the tribes of Israel sent men through all the tribe of Benjamin, saying, "What evil is this that has taken place among you? 13Now therefore give up the men, the worthless fellows in Gibeah, that we may put them to death and purge evil from Israel." But the Benjaminites would not listen to the voice of their brothers, the people of Israel.

The phrase, everyone did what was right in his own eyes is added twice (Judges 17:6; 18:1; 19:1; 21:25). The era of inspired leadership declined and ended in disorder. Something important was missing.Read the comment
- Jamieson–Fausset–Brown Commentary · v. 8-178-13. all the people arose as one man--The extraordinary unanimity that prevailed shows, that notwithstanding great disorders had broken out in many parts, the people were sound at the core; and remembering their national covenant with God, they now felt the necessity of wiping out so foul a stain on their character as a people. It was resolved that the inhabitants of Gibeah should be subjected to condign punishment. But the resolutions were conditional…Read the comment
