Context of Isaiah 54:9
7“For a brief moment I deserted you, but I will regather you with great compassion. 8In a surge of anger I hid My face from you a moment, but with everlasting kindness I will have compassion on you,” says Adonai your Redeemer. “For this is like the waters of Noah to Me: for as I swore that the waters of Noah should no more cover the earth, so I have sworn that I will not be angry with you, nor will I rebuke you. 10Though the mountains depart and the hills be shaken, My love will not depart from you, nor will My covenant of peace be shaken, says Adonai who has compassion on you. 11Afflicted one, storm-tossed, unconsoled, behold, I set your stones in antimony, lay your foundations with sapphires,

- Adam Clarke Bible Commentary · v. 9For this is as the waters of Noah unto me "The same will I do now, as in the days of Noah" - כימי kimey, in one word, in a MS., and some editions; and so the Syriac, Chaldee, Vulgate, Symmachus, Theodotion, Abarbanel, Sal. ben Melec, and Kimchi acknowledge that their copies vary in this place. It is certain that these two words מי כי ki mey, were written formerly as one. Taken as two מי כי ki mey, they signify for as the waters - when as one, כימי kimey…Read the comment
- Barnes’ Notes on the Bible · v. 9For this is as the waters of Noah unto me - As it was in the time of the flood of waters, so shall it be now. I then solemnly promised that the waters should not again drown the earth, and I have kept that promise. I now promise with equal solemnity that I will bestow perpetual favor on my true people, and will shed upon them eternal and unchanging blessings.‘ The waters of Noah,‘ here mean evidently the flood that came upon the world in his time, and…Read the comment
- Matthew Henry Concise Commentary · v. 6-10Verses 6-10 As God is slow to anger, so he is swift to show mercy. And how sweet the returns of mercy would be, when God should come and comfort them! He will have mercy on them. God's gathering his people takes rise from his mercy, not any merit of theirs; and it is with great mercies, with everlasting kindness. The wrath is little, the mercies great; the wrath for a moment, the kindness everlasting. We are neither to despond under afflictions, nor to…Read the comment
- Tyndale Open Study Notes · v. 9The exile was similar in both drama and trauma to the flood in the time of Noah. In both instances, people sinned grievously against the Lord, but the Lord renewed his commitment to creation (after Noah’s flood) and to his people (after the exile).Read the comment
- Jamieson–Fausset–Brown Commentary · v. 99. I am about to do the same in this instance as in Noah's flood. As I swore then that it should not return (Ge 8:21; 9:11), and I kept that promise, so I swear now to My people, and will perform My promise, that there shall be no return of the deluge of My wrath upon them. Lowth, on insufficient authority, reads (the same will I do now as), "in the days of Noah."Read the comment
