Context of Ezekiel 26:14
12They will rob your riches and plunder your merchandise. They will tear down your walls and destroy your fine houses. They will cast your stones and your lumber and your dust into the midst of the sea. 13I will put an end to the sound of your songs. The sound of your lyres will no longer be heard. I will make you a bare rock; you will be a place for the spreading of nets, you will be built no more; for I, Adonai, have spoken.” It is a declaration of Adonai. 15Thus says Adonai Elohim to Tyre: “Will the coastlands not shake at the sound of your downfall—when the wounded groan, when the slaughter is made in your midst? 16Then all the princes of the sea will come down from their thrones. They will cast aside their robes. They will take off their richly woven garments; they will clothe themselves with trembling; they will sit on the ground. They will tremble every moment and be appalled at you.

- Adam Clarke Bible Commentary · v. 14Thou shalt be built no more - If this refer to Nebuchadnezzar's capture of the city, old Tyre must be intended: that was destroyed by him, and never rebuilt. But I doubt whether the whole of this prophecy do not refer to the taking of Tyre by Alexander, three hundred years after its capture by Nebuchadnezzar. Indeed it may include more recent conquests of this important city. It went through a variety of vicissitudes till 1289, when it and the neighboring…Read the comment

- Tyndale Open Study Notes · v. 12-14In the end, events happened just as the prophet had described earlier in picture language (metaphor). Tyre would become a bare rock. It would no longer be a great and wealthy city. Instead of being a busy center for ships and caravans from the east, it would become a quiet place. Local fishermen would spread their nets there to dry (Ezekiel 26:2). The great trading city would become empty and ruined. The Jewish historian Josephus wrote that Nebuchadnezzar…Read the comment

The insular Tyre recovered partly, after seventy years (Is 23:17, 18), but again suffered under Alexander, then under Antigonus, then under the Saracens at the beginning of the fourteenth century.
