Context of Ezekiel 26:14
12His troops will loot your riches and take your goods as prizes. They will destroy your walls and tear down your delightful homes. They will throw your stones, wood, and soil into the water. 13“I will put a stop to your noisy songs, and the music from your harps will no longer be heard. I will turn you into bare rock. You will become a place to spread fishing nets. You will never be rebuilt. I, the Lord, have spoken, declares the Almighty Lord. 15“This is what the Almighty Lord says to Tyre: The people who live on the coast will shake with fear when they hear about your defeat. They will groan when your people are wounded and slaughtered. 16Then the princes from the coast will come down from their thrones. They will remove their robes and take off their embroidered clothes. Dressed in terror, they will sit on the ground. They will tremble constantly and be shocked at you.

- Adam Clarke Bible Commentary · v. 14Thou shalt be built no more - If this refer to Nebuchadnezzar's capture of the city, old Tyre must be intended: that was destroyed by him, and never rebuilt. But I doubt whether the whole of this prophecy do not refer to the taking of Tyre by Alexander, three hundred years after its capture by Nebuchadnezzar. Indeed it may include more recent conquests of this important city. It went through a variety of vicissitudes till 1289, when it and the neighboring…Read the comment

- Tyndale Open Study Notes · v. 12-14In the end, events happened just as the prophet had described earlier in picture language (metaphor). Tyre would become a bare rock. It would no longer be a great and wealthy city. Instead of being a busy center for ships and caravans from the east, it would become a quiet place. Local fishermen would spread their nets there to dry (Ezekiel 26:2). The great trading city would become empty and ruined. The Jewish historian Josephus wrote that Nebuchadnezzar…Read the comment

The insular Tyre recovered partly, after seventy years (Is 23:17, 18), but again suffered under Alexander, then under Antigonus, then under the Saracens at the beginning of the fourteenth century. Now its harbors are choked with sand, precluding all hope of future restoration, "not one entire house is left, and only…Read the comment
