Context of Ezekiel 23:13
11“Now her sister Oholibah saw this, yet she was more depraved in her lust than her sister and her promiscuous acts worse. 12She lusted after the Assyrians, governors and rulers, warriors splendidly clad, horsemen riding on horses, all of them handsome young men. I saw that she defiled herself; they both went the same way. 14But she kept increasing her harlotry. She saw men carved on the wall, the images of the Chaldeans carved in red, 15girded with sashes on their loins, with flowing turbans on their heads, all of them had the appearance of officers, the likeness of Babylonians of Chaldea, the land of their birth.

Her sister, Oholibah (Jerusalem), followed the same pattern of life and was even worse than her sister. The kings of Judah thought it was wise to form alliances with Babylon and Assyria.
