Context of 1 Samuel 7:15
13So the Philistines were subdued and they did not invade the border of Israel anymore. The hand of Adonai was against the Philistines all the days of Samuel. 14The towns that the Philistines had taken from Israel, from Ekron to Gath, were restored to Israel, and Israel recovered its territory from the hand of the Philistines. There was also peace between Israel and the Amorites. Now Samuel judged Israel all the days of his life. 16He used to go annually on a circuit to Beth-el and Gilgal and Mizpah, and would judge over Israel in all those places. 17Then his return was to Ramah, because his home was there, and from there he would judge Israel. So he built an altar to Adonai there.

- Adam Clarke Bible Commentary · v. 15Samuel judged Israel all the days of his life - Samuel is supposed to have lived one hundred years; he did not begin to judge Israel till he was about forty years of age; and if he was one hundred years of age when he died, he must have been a judge sixty years, and consequently filled that office during the whole of Saul's reign. But that he had been dead before Saul's last battle, is evident from the transactions of that king with the witch of En-dor…Read the comment
- Barnes’ Notes on the Bible · v. 15Samuel judged Israel - The repetition of the phrase in 1 Samuel 7:16-17, in connection with Samuel‘s circuit, is a proof that it is his civil judgeship which is meant. The military leadership of course belonged to Saul, when he became king.Read the comment
- Matthew Henry Concise Commentary · v. 13-17Verses 13-17 In this great revival of true religion, the ark was neither removed to Shiloh, nor placed with the tabernacle any where else. This disregard to the Levitical institutions showed that their typical meaning formed their chief use; and when that was overlooked, they became a lifeless service, not to be compared with repentance, faith, and the love of God and man.Read the comment
