Context of 2 Kings 19:21
19Now therefore, O LORD our God, I beseech thee, save thou us from his hand, that all the kingdoms of the earth may know that thou art the LORD God, even thou only. 20Then Isaiah the son of Amoz sent to Hezekiah, saying, Thus saith the LORD God of Israel, That which thou hast prayed to me against Sennacherib king of Assyria I have heard. This is the word that the LORD hath spoken concerning him; The virgin the daughter of Zion hath despised thee, and mocked thee; the daughter of Jerusalem hath shaken her head at thee. 22Whom hast thou reproached and blasphemed? and against whom hast thou exalted thy voice, and lifted up thy eyes on high? even against the Holy One of Israel. 23By thy messengers thou hast reproached the Lord, and hast said, With the multitude of my chariots I am come up to the height of the mountains, to the sides of Lebanon, and will cut down its tall cedar trees, and its choice fir trees: and I will enter into the lodgings of his borders, and into the forest of his Carmel.

- Adam Clarke Bible Commentary · v. 21The virgin the daughter of Zion hath despised thee, and laughed thee to scorn; the daughter of Jerusalem hath shaken her head at thee - "So truly contemptible is thy power, and empty thy boasts, that even the young women of Jerusalem, under the guidance of Jehovah, shall be amply sufficient to discomfit all thy forces, and cause thee to return with shame to thy own country, where the most disgraceful death awaits thee." When Bishop Warburton had published…Read the comment
- Barnes’ Notes on the Bible · v. 21Concerning him - i. e., “concerning Sennacherib.” 2 Kings 19:21-28 are addressed to the great Assyrian monarch himself, and are God‘s reply to his proud boastings. The virgin, the daughter of Zion, - Rather, holy eastern city, is here distinguished from Jerusalem, the western one, and is given the remarkable epithet “virgin,” which is not applied to her sister; probably because the true Zion, the city of David, had remained inviolable from David‘s time…Read the comment

The next is supposed to have been the sabbatical year, but the Lord engaged that the produce of the land should be sufficient for their support during those two years. As…Read the comment
- Tyndale Open Study Notes · v. 21-28The phrase Virgin Daughter is often used to describe a city or nation (Isaiah 23:12; 37:22; 47:1; Jeremiah 18:13). Here, it means that just as a young woman is saved from danger, God will save Jerusalem. The Lord's response came as a "taunt song," a common ancient Near Eastern literary form that celebrated an enemy's defeat (see Isaiah 14:3–20).Read the comment
