Context of Malachi 3:16
14Ye have said, It is vain to serve God: and what profit is it that we have kept his ordinance, and that we have walked mournfully before Yhwh of Armies? 15And now we call the proud happy; yea, they that work wickedness are set up; yea, they that tempt God are even delivered. Then they that feared Yhwh spake often one to another: And Yhwh hearkened, and heard it, and a book of remembrance was written before him for them that feared Yhwh, and that thought upon his name. 17And they shall be mine, saith Yhwh of Armies, in that day when I make up my jewels; and I will spare them, as a man spareth his own son that serveth him. 18Then shall ye return, and discern between the righteous and the wicked, between him that serveth God and him that serveth him not.

- Adam Clarke Bible Commentary · v. 16They that feared the Lord - There were a few godly in the land, who, hearing the language and seeing the profligacy of the rebels above, concluded that some signal mark of God's vengeance must fall upon them; they, therefore, as the corruption increased, cleaved the closer to their Maker. True, as those said, the distinction between righteous and wicked was not made yet, but it was stored up out of sight.
