Context of Judges 20:12
10And we will take ten men of an hundred throughout all the tribes of Israel, and an hundred of a thousand, and a thousand out of ten thousand, to fetch victual for the people, that they may do, when they come to Gibeah of Benjamin, according to all the folly that they have wrought in Israel. 11So all the men of Israel were gathered against the city, knit together as one man. And the tribes of Israel sent men through all the tribe of Benjamin, saying, What wickedness is this that is done among you? 13Now therefore deliver us the men, the children of Belial, which are in Gibeah, that we may put them to death, and put away evil from Israel. But the children of Benjamin would not hearken to the voice of their brethren the children of Israel: 14But the children of Benjamin gathered themselves together out of the cities unto Gibeah, to go out to battle against the children of Israel.

- Tyndale Open Study Notes · v. 12-13Israel acknowledged corporate responsibility. The leading citizens of Gibeah were guilty (Judges 20:5), and all of Gibeah became involved in their crimes by not disciplining them. The tribe of Benjamin had a responsibility to bring Gibeah to justice; by failing to do so, they all shared the guilt. If Israel had not addressed Benjamin’s wrongdoing, the guilt would have extended to the entire nation.Read the comment
- Jamieson–Fausset–Brown Commentary · v. 8-178-13. all the people arose as one man--The extraordinary unanimity that prevailed shows, that notwithstanding great disorders had broken out in many parts, the people were sound at the core; and remembering their national covenant with God, they now felt the necessity of wiping out so foul a stain on their character as a people. It was resolved that the inhabitants of Gibeah should be subjected to condign punishment. But the resolutions were conditional…Read the comment
