Context of Judges 20:12
10We’ll take one-tenth of all the men from the tribes of Israel to get supplies for the troops. When the troops go to Gibeah in the territory of Benjamin they can punish the citizens of Gibeah for the godless thing they did in Israel.” 11So all the men of Israel assembled. They stood united against the city. The tribes of Israel sent men throughout the tribe of Benjamin. They asked, “How could such an evil thing happen among you? 13Now hand over those worthless men in Gibeah. We must put them to death to rid ourselves of this kind of evil in Israel.” But the men of Benjamin refused to listen to the men of Israel. 14So the men of Benjamin went from their towns and assembled at Gibeah to go to war with the men of Israel.

The leading citizens of Gibeah were guilty (Judges 20:5), and all of Gibeah became involved in their crimes by not disciplining them. The tribe of Benjamin had a responsibility to bring Gibeah to justice; by failing to do so, they all shared the guilt. If Israel had not addressed Benjamin’s wrongdoing, the guilt would have extended to the entire nation.Read the comment
- Jamieson–Fausset–Brown Commentary · v. 8-178-13. all the people arose as one man--The extraordinary unanimity that prevailed shows, that notwithstanding great disorders had broken out in many parts, the people were sound at the core; and remembering their national covenant with God, they now felt the necessity of wiping out so foul a stain on their character as a people. It was resolved that the inhabitants of Gibeah should be subjected to condign punishment. But the resolutions were conditional…Read the comment
