Context of Joel 3:17
15The sun and the moon shall be darkened, and the stars shall withdraw their shining. 16Yhwh also shall roar out of Zion, and utter his voice from Jerusalem; and the heavens and the earth shall shake: But Yhwh will be the hope of his people, and the strength of the children of Israel. So shall ye know that I am Yhwh your God dwelling in Zion, my holy mountain: then shall Jerusalem be holy, and there shall no strangers pass through her any more. 18And it shall come to pass in that day, that the mountains shall drop down new wine, and the hills shall flow with milk, and all the rivers of Judah shall flow with waters, and a fountain shall come forth of the house of Yhwh, and shall water the valley of Shittim. 19Egypt shall be a desolation, and Edom shall be a desolate wilderness, for the violence against the children of Judah, because they have shed innocent blood in their land.

- Adam Clarke Bible Commentary · v. 17So shall ye know - By the judgments I execute on your enemies, and the support I give to yourselves, that I am the all-conquering Jehovah; and that I have again taken up my residence in Jerusalem. All this may refer, ultimately, to the restoration of the Jews to their own land; when holiness to the Lord shall be their motto; and no strange god, or impure people, shall be permitted to enter the city, or even pass through it; they shall have neither civil…Read the comment
- Barnes’ Notes on the Bible · v. 17God Himself wondrously joins on His own words to those of the prophet, and speaks to His own people; “so (literally, and) ye shall know,” by experience, by sight, face to face, what ye now believe, “that I am the Lord your God, dwelling in Zion, My holy mountain.” So He saith in the second Psalm, “Then shall he speak unto them” Psalm 2:5-6 (the enemies of His Christ) “in His wrath, and vex them in His sore displeasure; And I have set My king on My holy…Read the comment
- Matthew Henry Concise Commentary · v. 9-17Verses 9-17 Here is a challenge to all the enemies of God's people. There is no escaping God's judgments; hardened sinners, in that day of wrath, shall be cut off from all comfort and joy. Most of the prophets foretell the same final victory of the church of God over all that oppose it. To the wicked it will be a terrible day, but to the righteous it will be a joyful day. What cause have those who possess an interest in Christ, to glory in their Strength…Read the comment

They must learn that he is the only God and that he rules over all creation from Zion, his holy mountain (see also Joel 2:27).
