Context of Psalms 94:21
19When doubts filled my mind, your comfort gave me renewed hope and cheer. 20Can unjust leaders claim that God is on their side— leaders whose decrees permit injustice? They gang up against the righteous and condemn the innocent to death. 22But the Lord is my fortress; my God is the mighty rock where I hide. 23God will turn the sins of evil people back on them. He will destroy them for their sins. The Lord our God will destroy them.

- Adam Clarke Bible Commentary · v. 21They gather themselves together - In every thing that is evil, they are in unity. The devil, his angels, and his children, all join and draw together when they have for their object the destruction of the works of the Lord. But this was particularly the case with respect to the poor Jews among the Babylonians: they were objects of their continual hatred, and they labored for their destruction. This and the following verses have been applied to our Lord…Read the comment

It would refer particularly to a tumultuous gathering - “a mob” - intent on accomplishing its purpose. And condemn the innocent blood - literally, make guilty; that is, they hold that blood to be guilty; or, they…Read the comment
