Context of Psalms 94:21
19When my troubling thoughts multiply within me, Your consolations comfort my soul. 20Can a throne of corruption be aligned with You—planning distress by decree? They band together against the life of the righteous, and condemn innocent blood. 22But Adonai has been my fortress and my God the rock of my refuge. 23He will repay them for their wickedness, and will annihilate them in their evil. Adonai our God will annihilate them.

The devil, his angels, and his children, all join and draw together when they have for their object the destruction of the works of the Lord. But this was particularly the case with respect to the poor Jews among the Babylonians: they were objects of their continual hatred, and they labored for their destruction.
