Context of Psalms 68:11
9You sent abundant rain, O God, to refresh the weary land. 10There your people finally settled, and with a bountiful harvest, O God, you provided for your needy people. The Lord gives the word, and a great army brings the good news. 12Enemy kings and their armies flee, while the women of Israel divide the plunder. 13Even those who lived among the sheepfolds found treasures— doves with wings of silver and feathers of gold.

Such is the literal translation of this passage; the reader may make of it what he pleases. Some think it refers to the women who, with music, songs, and dances, celebrated the victories of the Israelites over their enemies. But the publication of good news, or of any joyful event, belonged to the women. It was…Read the comment

- Matthew Henry Concise Commentary · v. 7-14Verses 7-14 Fresh mercies should put us in mind of former mercies. If God bring his people into a wilderness, he will be sure to go before them in it, and to bring them out of it. He provided for them, both in the wilderness and in Canaan. The daily manna seems here meant. And it looks to the spiritual provision for God's Israel.
