Context of Psalms 68:11
9You sent abundant rain, O God; You refreshed Your weary inheritance. 10Your flock settled therein; O God, from Your bounty You provided for the poor. The Lord gives the command; a great company of women proclaim it: 12“Kings and their armies flee in haste; she who waits at home divides the plunder. 13Though you lie down among the sheepfolds, the wings of the dove are covered with silver, and her feathers with shimmering gold.”

Such is the literal translation of this passage; the reader may make of it what he pleases. Some think it refers to the women who, with music, songs, and dances, celebrated the victories of the Israelites over their enemies. But the publication of good news, or of any joyful event, belonged to the women. It was…Read the comment
- Barnes’ Notes on the Bible · v. 11The Lord gave the word - The command, or the order. - Matthew Henry Concise Commentary · v. 7-14Verses 7-14 Fresh mercies should put us in mind of former mercies. If God bring his people into a wilderness, he will be sure to go before them in it, and to bring them out of it. He provided for them, both in the wilderness and in Canaan. The daily manna seems here meant. And it looks to the spiritual provision for God's Israel. The Spirit of grace and the gospel of grace are the plentiful rain, with which God confirms his inheritance, and from which…Read the comment
